Describing as “very constructive” the resumption of the Indo-Pak dialogue, the US has said it is important that the two countries continue cooperation on multiple fronts, including counter-terrorism.<br />
<br />
“We said last week and continue to say that dialogue between India and Pakistan is a very constructive one,” State Department spokesman Mr Mark Toner told reporters.<br />
<br />
He said it is important that the dialogue continues. “We want to see cooperation on many fronts, including counter-terrorism, between the two countries.”<br />
<br />
The United States, Mr Toner said, has engaged with the Pakistani government at high levels, from the Secretary of State to the CIA Director, to address some of the difficult issues, but also to say that the US is committed to working with Islamabad in a constructive way on counter-terrorism.<br />
<br />
“Pakistan, as we’ve said many, many times, is touched by — in a significant, profound way — the threat of terrorism.<br />
<br />
They’ve lost a lot of people to terrorism in Pakistan.”<br />
<br />
Responding to questions, the spokesman said no date has been set for the next round of the US-Pak Strategic Dialogue, but the two countries are carrying out talks at multiple levels.<br />
<br />
“I don’t believe there’s any date for the next plenary session of the Strategic Dialogue. It has yet to be scheduled.<br />
<br />
...we have high-level engagement with Pakistan, as well as the substantive working groups continue to meet as well,” he said.<br />
<br />
“In fact, on July 5th, our Assistant Secretary of State for International Narcotics and Law Enforcement, William Brownfield, will be in Islamabad to lead the Strategic Dialogue Working Group meeting on counter-terrorism and law enforcement with his Pakistani counterparts. After visiting the sites of the three serial blasts in crowded areas here last evening that killed 17 persons, the Union Home Minister, Mr P. Chidambaram, made it clear that it was too early “to point a finger at any one group”. About 131 persons were also injured of whom 23 are seriously injured.</span><br />

Mr Chidambaram, addressing a 70-minute joint news conference with the Chief Minister, Mr Prithviraj Chavan, also said “there was no intelligence failure” prior to the blasts.<br />
<br />
There was no intelligence input either with the Central or the state agencies of an “imminent” attack, he said.<br />
<br />
“Intelligence is collected every day, every hour. It (blasts) is not a failure of intelligence agencies...whoever has perpetrated the attacks has worked in a very clandestine manner,” Mr Chidambaram said, reiterating it was a “coordinated terror attack’’.<br />
<br />
The Minister said intelligence gathering had successfully “neutralised” a number of planned attacks in the past two-and-a-half years, but declined to give any details.<br />
<br />
At the same time, he asserted that Indians lived “in the most troubled neighbourhood in the world” and therefore all cities in India were “vulnerable” to attack.<br />
<br />
“Pakistan-Afghanistan is the epicentre of terror...we are living in the most troubled neighbourhood,” he said.<br />
<br />
Asked whether the explosions were timed to disrupt the forthcoming Indo-Pak talks, Mr Chidambaram said: “we are not ruling out anything. That angle will also be kept in mind.”<br />
<br />
Giving details about the investigations carried out since last night, the Home Minister said ammonium nitrate, an explosive substance, was used in the IEDs triggered by timer devices.<br />
<br />
He ruled out the use of remote control to trigger the blasts in Zaveri Bazar, Opera House and Dadar areas.<br />
<br />
“We are not pointing a finger at this stage,” Mr Chidambaram said, adding there had been no claim of responsibility for the attack.<br />
<br />
“All groups hostile to India are on the radar. We are not ruling out anything, we are not ruling in anything. We are looking at everyone,” he said, adding “We have to look at every possible hostile group and find out whether they are behind the blast.”<br />
<br />
Mr Chidambaram’s response came to repeated questions whether he suspected the hand of a foreign terror group or right wing groups or the underworld or the Maoists or Indian Mujahideen in the explosions.<br />
<br />
The Union Home Ministry had officially stated in its first bulletin last night that the death toll was 21.<br />
<br />
“We are not ruling out any angle. We will probe (the involvement of) every terror group...The investigations into the attack will not start on pre-determined assumptions,” he said at another point facing a volley of questions by newsmen after he chaired an emergency meeting to review the situation.<br />
<br />
“Whoever perpetrated the attack has worked in a very very clandestine manner. Maybe it’s a very small group, maybe they didn’t communicate with each other,” he said.<br />
<br />
“I am confident that ... we will be able to zero in on the group that caused these bomb blasts,” he added.<br />
<br />
He also made it clear that India will not be cowed down by the attacks.<br />
<br />
“I want to assure everyone both in India and outside, that India will continue to work and grow and prosper,” he said.<br />
<br />
The Minister also assured that the blasts were not targeted against any foreigners or tourists visiting India.<br />
<br />
“The target is India’s unity, integrity and prosperity. There are elements that are hostile to India and they are behind the blasts that have occurred over the last 10 years. We had some respite in the last 31 months. But I want to assure you none of these blasts are aimed at foreigners or visiting tourists,” he said in reply to a question by a foreign journalist.<br />

Mr Chidambaram said the bomb in the Dadar area was placed on a bus shelter; in the Opera House business area it was placed on the road and in the Jhaveri Bazaar jewellery market it was on a motorcycle.<br />
<br />
“...The density of the population was quite mindboggling. I think they chose places where even a low intensity blast will have a great impact...There were inherent difficulties in policing densely populated areas,” he said.<br />
<br />
The attacks were the worst terror strike in the country since the Mumbai carnage that killed 166 people in November 2008.<br />
<br />

Cops said there were Z+ security for the minister, but the "requirements kept changing depending on the places she visited".<br />
<br />
Among the places she visited were the Prime Minister's residence, UPA chairwoman Sonia Gandhi's residence and senior BJP leader Lal Krishna Advani's residence. The cops said Hina wanted to keep Thursday absolutely 'free' for her time at the dargah.<br />
<br />
Khar arrived at the Nizamuddin dargah at 10am on Thursday. Accompanied by foreign secretary Salman Bashir and other Pakistan delegates, she spent approximately 30 minutes in the dargah complex and prayed for peace between India and Pakistan.<br />
<br />
Khar first approached the dargarh of noted urdu poet Amir Khusrau and paid obeisance at the main gate of the rauza (shrine) and spent 5 to 7 minutes there. From there, the minister then went to the main dargah of Hazrat Nizamuddin aulia where she spent up to 15 minutes praying quietly at the main entrance. Women are not allowed inside the chambers. Khar followed a common tradition of first visiting the shrine of the disciple (Khusrau) and then that of the teacher (Nizamuddin Auliya). She laid chaddars at both places and was presented with a ghilaf (chaddar) when she was done with her prayers.<br />

"The minister was initially supposed to visit the dargah on Wednesday night but could not make it. We were then informed of her visit on Thursday morning. The chaddars she offered at the Nizamuddin Aulia dargah and darbar of Amir Khusrau were provided at the dargah itself," said Farid Ahmed Nizami, naib sajjadanashin at the dargah.<br />

Khar did not interact much and kept mostly to herself. The popular Thursday qawwali was playing in the backdrop as she offered her prayers at the shrine. Though visitor movement was not stopped during the minister's visit, tight security led to a lesser crowd. Khar came to the dargah via Nizamuddin baoli, the route commonly used by VIPs during a dargah visit.<br />

Pakistani delegates visiting the dargah of the famous sufi saint is not something new. The last high profile Pakistani delegate to visit the dargah was Pervez Musharraf in 2010. Krishna responded, saying India was keen on resuming sporting ties and hoped India would soon host the Pakistani cricket team and vice versa. While cricket did not find specific mention in the joint statement, it said the two ministers emphasized on holding sports tournaments. As soon as Ms. Khar touched down on Tuesday evening, her ensemble and accessories became the talk of fashion and media circles on both sides of the border. The Birkin black bag that Ms. Khar was seen carrying as she touched down at the Air Force station in New Delhi, remained one of the top trending items on Twitter on Thursday, a day after Ms. Khar met with her Indian counterpart, S.M. Krishna.<br />

Bollywood actress Gul Panag tweeted, “I like the way Hina Rabbani looks. With her movie star sunglasses, head covered, Birkin in tow. May be she is brilliant too. Wish her luck.”<br />

The bag, named after 1960s icon Jane Birkin, an English actress and singer, is sought after because it is available only on a limited basis, apparently through a legendary waiting list, apart from being very expensive (some say the waiting list no longer exists; others claim it never did). It wasn’t just Ms. Khar’s bag that drew attention, though. A host of bilateral issues, including Confidence Building Measures, India's concerns on terror and Jammu and Kashmir will figure in the talks whose agenda was finalised by the Foreign Secretaries of India and Pakistan during their "preparatory" meeting on July 26.<br />

India is also understood to have handed over the revised list of 'most wanted' fugitives to the Pakistani delegation which carries 48 names. Khar told reporters in Lahore before leaving for India that Pakistan is looking forward to a "pro-active, productive and result-oriented" engagement with India on all issues, including Kashmir on which "we should not be held hostage to history".<br />
<br />
The two Foreign Ministers will review the talks held under the peace process this year and set the forward direction.<br />
<br />
Pakistan will not accept the supremacy of any country in South Asia, the country's new Foreign Minister Hina Rabbani Khar said contending that neither the US nor China or India could downplay Islamabad's strategic significance in the present scenario.<br />
<br />
She said both countries have committed themselves to an "uninterrupted and uninterruptible" peace process since they began their re-engagement earlier this year.<br />

Proud of her ancestral village and all that life gave her, Hina is a buoyantly zestful lady. A graduate of ‘University of Massachusetts - USA’, she has all that it takes to be a leader. A businesswoman by profession, she graduated with a B.Sc. (Hons) from Lahore University of Management Sciences in 1999, and received her M.Sc. degree in Management from University of Massachusetts, U.S.A in 2001.<br />
<br />
She has her roots in Village ‘Khar Gharbi’ located in Tehsil Kot Addu, and politically affiliated now with PPPP. She got elected as Member of National Assembly (MNA) in 2008 elections from NA-177, Muzaffargarh-II for the second time. Earlier, she won the elections in 2002 from the platform of PML-Q and was the Parliamentary Secretary for Economic Affairs and Statistics.<br />
<br />
Hina Rabbani Khar remained Pakistan’s State Minister for Economic Affairs. The State Ministers report directly to the Prime Minister and hold specific portfolios. In Hina’s case, she was responsible for international (multilateral and bilateral) grants and loans. Her Ministry’s the official signatory for any project that is launched in Pakistan with foreign financial assistance. Her father, Ghulam Rabbani Khar, drove Hina into politics, setting her on a different path from the hotel management career she had been pursuing with great zeal. She is a co-owner of the Polo Lounge, an upscale, popular restaurant located on the Lahore Polo Grounds.<br />
<br />
She feels that being in the Federal Government is as good as it can get. She has no issues, whatsoever, with being a woman. In fact, she feels that it is more positive than negative as one gets a lot more recognition and opportunities, and a lot of it has to do with how professional the person is. Her age did matter at times, because by any standard, she is quite very young to be in such a position. However her rich work experience and on-the-job training helped her and above all she took herself seriously; so did everyone else. She regards President Musharraf and Ex-Prime Minister Shaukat Aziz as leaders of great worth. To her both these leaders are highly educated and professional and they surely made a difference.<br />
<br />
Elaborating on the policies of President Musharraf, she expressed her regard for President Musharraf as a visionary leader. She acknowledged the people of Pakistan as resilient and strong but detested few segments of our society: who adopt a western culture and regard it as something good. She feels that there has been a huge revolution in the last few years. She graduated in 1999 from LUMS and then left for USA. In these six years, she feels that there has been a paradigm shift. The society has moved towards modernization and westernization. Hina Khar feels that today it is hard to distinguish Pakistan's urban citizens from the Westerners. However, she opined that it can be done with sophistication, if at all it’s necessary. She cannot stand people who are not proud to be Pakistanis, whether they are here in Pakistan or settled abroad. She hates people changing their names to be ‘vilayati’ (foreign) and acquired accents and other things of the sort. She believes we have to understand and accept the culture we're living in and be proud of it to really stand out on our own. Emulating selective aspects of another culture doesn't really translate into true social progress.<br />
<br />
She is a proud Pakistani and regards this very feeling as her most treasured asset. She really feels proud of whatever God has given her: her family, her village, her background, and everything. She feels that Pakistan has a great deal to offer. She loves trekking. She recollected her visit to Nanga Parbat and K2 (with the ‘LUMS Adventure Society’) with joyfulness; nostalgia gripped her and she appreciated the diversity of the landscape and the hospitality of people as enough to warm one’s heart towards this country. In Pakistan, people and places make you feel welcome. Freedom of expression is also a thing, unique to Pakistan. She said that even in the remotest areas, one can sit at a railway station to have tea with the porters and have a real conversation with them. Then, during the elections process, when she visited her constituents, she found them to be hospitable in spite of their limited means. A guy earning Rs.3000 a month will lay out a feast for his guests. It all speaks to the generous and warm nature of our culture, which is definitely something we should be proud of!<br />
<br />
She considers herself extremely lucky. She is happy for the way her mind is constantly challenged in terms of working hours, the changes she can make, and the room for innovation is just tremendous. She has been able to make some changes that aren’t very popular, but in the long term they are great for Pakistan, e.g. in the telecommunications and banking sectors. However she feels that on the flip side, there are no guarantees in the political field, so she did not comment on how much control she has over making it a lifelong career. She regards working with Prime Minister Shaukat Aziz and President Musharraf as one of the biggest factors in her sense of pride for Pakistan.<br />
<br />
Hina Rabbani Khar has travelled to USA, UK, Germany, Netherlands, U.A.E, Saudi Arabia and Singapore. She is single and enjoys riding, reading and travelling. She is also a member of the Young Parliamentarians Forum (YPF) Pakistan.<br />
<br />
She is articulate, brilliant, enterprising, and very far-sighted even at such a young age. Moreover, she is humble, approachable, professional, and knows her job very well. At the end of the day, if we have more people like her in our government, perhaps Pakistan’s positive image won’t need any marketing beyond simply introducing them to the world!<br />

Hina Rabbani Khar was born on 19 January 1977 in Multan, Punjab, Pakistan. She is the daughter of politician Malik Ghulam Noor Rabbani Khar and niece of Malik Ghulam Mustafa Khar. A businesswoman by profession, Hina Rabbani Khar's family has roots in village ‘Khar Gharbi’ located in Kot Addu a Tehsil in Muzaffargarh District in the Punjab province. The Khar political power comes from the family's land holdings: their sprawling estate includes fisheries, mango orchards and sugarcane fields. She graduated with a B.Sc. (Hons) from Lahore University of Management Sciences in 1999, and received her M.Sc. in Hotel Management from the University of Massachusetts in 2001.<br />

She was elected as a member of the National Assembly from the Pakistan Muslim League (Q) (PML-Q) in 2002 from the constituency of Muzaffargarh, Punjab. PML-Q denied Hina Khar a ticket for re-election in 2008 and she ran and won as a member of the Pakistan Peoples Party (PPP).<br />

She served as the State Minister for Economic Affairs and Statistics in the cabinet of Yousaf Raza Gillani. On 13 June 2009 she became the first woman to present a budget speech in the National Assembly.<br />

She was appointed Minister of State for Foreign Affairs on February 11, 2011, as part of Prime Minister Yousaf Raza Gillani's new cabinet. She is the first female Minister of State for Foreign Affairs in Pakistan's history. After Shah Mehmood Qureshi was dismissed as Foreign Minister, she became Acting Minister of Foreign Affairs on February 13, 2011. She was officially appointed as foreign minister on 19 July 2011 by President Asif Ali Zardari and was sworn in as permanent Minister for Foreign affairs on 20 July 2011. A businesswoman by profession, Hina Rabbani Khar's family has roots in village ‘Khar Gharbi’ located in Kot Addu a Tehsil in Muzaffargarh District in the Punjab province. The Khar political power comes from the family's land holdings: their sprawling estate includes fisheries, mango orchards and sugarcane fields. She graduated with a B.Sc. (Hons) from Lahore University of Management Sciences in 1999, and received her M.Sc. in Hotel Management from the University of Massachusetts in 2001.<br />

<b>Political Career</b><br />
<br />
She was elected as a member of the National Assembly from the Pakistan Muslim League (Q) (PML-Q) in 2002 from the constituency of Muzaffargarh, Punjab. PML-Q denied Hina Khar a ticket for re-election in 2008 and she ran and won as a member of the Pakistan Peoples Party (PPP). She served as the State Minister for Economic Affairs and Statistics in the cabinet of Yousaf Raza Gillani. On 13 June 2009 she became the first woman to present a budget speech in the National Assembly.<br />

<b>Appointment as Foreign Minister</b><br />
<br />
She was appointed Minister of State for Foreign Affairs on February 11, 2011, as part of Prime Minister Yousaf Raza Gillani's new cabinet. She is the first female Minister of State for Foreign Affairs in Pakistan's history. After Shah Mehmood Qureshi was dismissed as Foreign Minister, she became Acting Minister of Foreign Affairs on February 13, 2011. She was officially appointed as foreign minister on 19 July 2011 by President Asif Ali Zardari and was sworn in as permanent Minister for Foreign affairs on 20 July 2011. In a message of felicitation, President Zardari described Ms Khar’s appointment as a demonstration of the PPP government’s “commitment to bring women into the mainstream of national life”.<br />

Erasing the scars of last July, when their foreign ministers clashed in full public view in Islamabad, India and Pakistan on Wednesday managed the rare feat of speaking in one voice. They agreed to invest in a relationship of "trust and mutually beneficial cooperation".<br />
<br />
It wasn`t easy given differences over the usual stumbling blocks that cropped up during the meeting between foreign minister S M Krishna (78), and his young counterpart Hina Rabbani Khar (34), but the two sides worked around them successfully enough for foreign secretary Nirupama Rao to later declare that the "fog has now lifted'' over the relationship.<br />
<br />
Khar too raised hopes when she described the relationship as entering a new era and stated that the mindset of people in both the countries had changed, allowing ties to move in the right direction. In terms of deliverables, a number of CBMs to enhance cross-LoC trade and travel were announced.<br />
<br />
"It is our desire to make the dialogue process uninterrupted and uninterruptible," Khar said after the meeting, summing up the determination to stay engaged. The restraint was evident at the press conference of the two foreign secretaries where neither rose to the bait of provocative questions.<br />
<br />
Talks did not start on a very promising note though. The meeting started with Krishna strongly expressing displeasure to the Pakistani delegation over Khar`s meeting with separatist Hurriyat leaders on Tuesday evening ahead of the official talks.</span><br />

He also took exception to the press statement Pakistan High Commission issued after the meeting with separatists.<br />

Khar promptly assured Krishna that she did not intend to give offence to India.<br />

The two sides did not let the issue overshadow talks even in public. Rao confirmed that India had expressed concern over the meeting and that it reflected divergences. "We have a different point of view from Pakistan on the meeting and we have expressed our concern frankly and candidly," she said. But she also emphasized that the neighbours had the political will to work together.<br />
<br />
Rao`s counterpart Salman Bashir also spoke in a conciliatory vein. He said the meeting with Hurriyat should not be construed as an attempt to cast shadow over the talks, adding that Pakistan`s intention was to reach out in the interest of democratic polity.<br />
<br />
Sources said the Pakistanis chose not to be prickly also when Krishna forcefully raised the lack of credible effort to punish the 26/11 masterminds, and continuing hate propaganda against India by the sorts of Lashkar chief Hafiz Saeed.<br />
<br />
"We have made attempts to infuse the dialogue with the Thimphu spirit," Rao said referring to the meeting between PM Manmohan Singh and Yousuf Raza Gilani in Bhutan last year when they paved the way for re-engagement.<br />
<br />
Krishna also raised the confessions made by Pakistani-American Lashkar operative David Headley during the trial of another accused Tahawwur Rana in Chicago about the role of ISI but the Pakistanis quickly assured that they would investigate the matter.<br />
<br />
Terror and J&K were discussed at length and this manifested itself in the joint statement which called for eliminating terror in all its forms and, on J&K, spoke of finding a "peaceful solution by narrowing divergences and building convergences". They also agreed for a continued discussion on J&K in a purposeful and forward-looking manner.<br />
<br />
Rao said there was "cautious optimism" in India-Pak relations. Krishna stated that things were "on the right track". The two foreign ministers decided to meet again in the first half of 2012. "This is indeed a new era of bilateral cooperation between the two countries, and it is our desire... to make it an uninterrupted and an uninterruptible process," Khar said.<br />

"There has been a mindset change in the people of the two countries that we must acknowledge," she added. Khar showed remarkable maturity for her age when during the joint press briefing after the talks, she resisted all temptations to play to the gallery by mentioning the K-word even though it figured prominently in the joint statement.<br />
<br />
Bashir too said after the talks that the two countries needed to make a conscious effort to be respectful to each other to maintain the momentum and ensure deeper level of engagement. "Either of us should not seek advantage over the other as we go for a deeper level of engagement. It is also not appropriate to read into what is said and what is not. We have to understand that this is a work in progress," said Bashir.<br />

After the talks, when asked if the Hurriyat meeting was an attempt to establish "parallel" structures in the bilateral relationship, Rao said as far as India was concerned, there was only a "bilateral structure" between the two governments to address all issues. Mr Chidambaram, addressing a 70-minute joint news conference with the Chief Minister, Mr Prithviraj Chavan, also said “there was no intelligence failure” prior to the blasts.<br />

There was no intelligence input either with the Central or the state agencies of an “imminent” attack, he said.<br />
<br />
“Intelligence is collected every day, every hour. It (blasts) is not a failure of intelligence agencies...whoever has perpetrated the attacks has worked in a very clandestine manner,” Mr Chidambaram said, reiterating it was a “coordinated terror attack’’.<br />
<br />
The Minister said intelligence gathering had successfully “neutralised” a number of planned attacks in the past two-and-a-half years, but declined to give any details.<br />
<br />
At the same time, he asserted that Indians lived “in the most troubled neighbourhood in the world” and therefore all cities in India were “vulnerable” to attack.<br />
<br />
“Pakistan-Afghanistan is the epicentre of terror...we are living in the most troubled neighbourhood,” he said.<br />
<br />
Asked whether the explosions were timed to disrupt the forthcoming Indo-Pak talks, Mr Chidambaram said: “we are not ruling out anything. That angle will also be kept in mind.”<br />
<br />
Giving details about the investigations carried out since last night, the Home Minister said ammonium nitrate, an explosive substance, was used in the IEDs triggered by timer devices.<br />
<br />
He ruled out the use of remote control to trigger the blasts in Zaveri Bazar, Opera House and Dadar areas.<br />
<br />
“We are not pointing a finger at this stage,” Mr Chidambaram said, adding there had been no claim of responsibility for the attack.<br />
<br />
“All groups hostile to India are on the radar. We are not ruling out anything, we are not ruling in anything. We are looking at everyone,” he said, adding “We have to look at every possible hostile group and find out whether they are behind the blast.”<br />
<br />
Mr Chidambaram’s response came to repeated questions whether he suspected the hand of a foreign terror group or right wing groups or the underworld or the Maoists or Indian Mujahideen in the explosions.<br />
<br />
The Union Home Ministry had officially stated in its first bulletin last night that the death toll was 21.<br />
<br />
“We are not ruling out any angle. We will probe (the involvement of) every terror group...The investigations into the attack will not start on pre-determined assumptions,” he said at another point facing a volley of questions by newsmen after he chaired an emergency meeting to review the situation.<br />
<br />
“Whoever perpetrated the attack has worked in a very very clandestine manner. Maybe it’s a very small group, maybe they didn’t communicate with each other,” he said.<br />
<br />
“I am confident that ... we will be able to zero in on the group that caused these bomb blasts,” he added.<br />
<br />
He also made it clear that India will not be cowed down by the attacks.<br />
<br />
“I want to assure everyone both in India and outside, that India will continue to work and grow and prosper,” he said.<br />
<br />
The Minister also assured that the blasts were not targeted against any foreigners or tourists visiting India.<br />
<br />
“The target is India’s unity, integrity and prosperity. There are elements that are hostile to India and they are behind the blasts that have occurred over the last 10 years. We had some respite in the last 31 months. But I want to assure you none of these blasts are aimed at foreigners or visiting tourists,” he said in reply to a question by a foreign journalist.<br />

Mr Chidambaram said the bomb in the Dadar area was placed on a bus shelter; in the Opera House business area it was placed on the road and in the Jhaveri Bazaar jewellery market it was on a motorcycle.<br />
<br />
“...The density of the population was quite mindboggling. I think they chose places where even a low intensity blast will have a great impact...There were inherent difficulties in policing densely populated areas,” he said.<br />
<br />
The attacks were the worst terror strike in the country since the Mumbai carnage that killed 166 people in November 2008.<br />
<br />

“Relations between Pakistan and India will be taking a new direction since the Indian government has shown its determination to continue towards resolving issues,” Khar said.<br />
